Add a one-line explanation of what this file represents
Changed the color of the seal back to the blue and red of the American flag, in compliance with the de-facto design of it. Resized the fluer-de-lis and rings to more closely match the diagram in the County Code. Removed the black lines in between the quadrants because those do not exist in the County Code.
