The background text reads "Ceaușescu Era" (or "Ceaușescu Epoch") and "The Party / Ceaușescu / Romania". The letters "PCR" are the initials of the party's Romanian name (Partidul Comunist Român). Romania's Communist-era flag (with its distinctive coat of arms) is visible in the upper left-hand corner (over Ceaușescu's right shoulder).
Scott Edelman (an employee of the
US State Department and currently an instructor at the
US Air Force Academy) took this photo while he was posted in Romania during the mid-1980's. Edelman does not claim any copyright on this photo and has said that anyone is free to use it, but he has requested (as a courtesy) that he be acknowledged as the photographer.
