this collection indicates there may be some restrictions, depending on where the photo originated, a renewal search was done. The LOC online data says the photo was taken by Acme newsphotos and not the World-Telegram/Sun.

1967 . There were no listings for Acme Newsphotos or its successor company, United Press International.
There's no evidence of continuing copyright for the photo.
