English: Hancock County, Miss., February 21, 2006 -- Brice Phillips, an amateur radio operator who broadcast locally on WQRZ-LP 103.5 FM throughout Hurricane Katrina, ponders the destruction of his home studio. Mr. Phillips is to receive the 2006 Governor's Initiative for Volunteer Excellence (GIVE) Award for his continued dedication to keeping the community informed before, during and after the storm.
