Fair use rationale for article Cross-country skiing trail

Although this image is subject to copyright, I feel that the fair use provisions of U.S. copyright laws cover its use because:

1. The purpose and character of the use, including whether such use is of a commercial nature or is for nonprofit educational purposes – The image is a course layout of the cross-country ski events at the Olympic Winter Games at Whistler Winter Park, British Columbia. The use in Wikipedia is to educate readers how such a trail network is laid out and supports cross-country ski competition.
2. The nature of the copyrighted work – The image is a map which is too small in detail to be of commercial value or practical use outside the article in question.
3. The amount and substantiality of the portion used in relation to the copyrighted work as a whole – The map is one illustrative example, among many, in an FIS manual.
4. The effect of the use upon the potential market for or value of the copyrighted work. – Reproduction of the map here would not affect the sale or value of the map by FIS or the Whistler Winter Park organization, since it is readily downloadable for free on the internet.
