He had had experience in Cuban warfare, yetnotwithstanding his experience and energy, and that of hisveterans and recruits, and in spate of the dissensions amongthe insurgents, he made little headway. The latter easilyeluded the larger forces sent against them, and overpoweredsmaller detachments. The hot season was again coming on,and the Spanish troops were weakening under the effects ofthe climate, when Campos determined to undertake negotia-tions for a peace. Early in 1878, both sides being well-nighexhausted, he succeeded in obtaining an armistice. The headquarters of the insurgents were then in Cama-giiey, and there the insurgent leaders met to consider the over-tures.
