The software makes a separate count of the number of available subpages in each of the portal's calls to {{ Random portal component}} or {{ Transclude random subpage}}, but it does not know how many such calls there are on each page, and it cannot add the numbers. Where a portal has more than one set of subpages, the articles in each set will be counted separately and categorised separately. So a multi-set portal whose subpage counts fall into different groups will be placed in multiple categories ... but because each page appears only once in a category, a portal with several subpage sets each in the same size group will have only category.
