People convicted of the international crime of aggression by an international court or tribunal, which includes convictions for crimes against the peace; planning, preparing, initiating or waging a war or aggression; or a war in violation of international treaties, agreements or assurances; or participation in a common plan or conspiracy for the accomplishment of any of the foregoing.
