Yes it was based on the 2014 wind tech. market report. But I had made several mistakes. Namely
West Va and Maryland were in Northeast instead of southwest and
Interior was labelled Central Plains.
I also had combined Great Plains and Northeast. Since Alaska and Hawaii were not included on the map in the report, I combined them with the West region and labelled it West and Pacific. --

Does not meet
Wikipedia:Verifiability. Changes remain inconsistent with cited reference. As other sources group states differently this arbitrary choice is better left out.

Groupings like this in templates do not have to be 'verifiable'. --

Groupings should be based on something other than the perception of one editor (who initially cited a reference for verifiability) and in this case needs
consensus,, which has not been reached.
