Category:California county navigational boxes

Why did you revert my addition of Category:California county navigational boxes? San Francisco is a county, and this is it's "Municipalities and communities" template; "Municipalities and communities" templates are always (or almost always) directly under "Category:[State] county navigational boxes". I understand that Category:San Francisco navigational boxes is a subcategory of Category:California county navigational boxes, but it's misleading to bury this under a subcategory, especially considering its non-standard name. People would expect this to show up under "S" per the behavior of almost every other "Municipalities and communities" template, not under a subcategory. I recently created Category:San Francisco navigational boxes a few hours ago, and did a rough WP:SUBCAT/ WP:DIFFUSE replacement using the WP:AWB tool on all the items in Category:San Francisco templates (because Category:San Francisco navigational boxes is now also a subcat of Category:California county navigational boxes, that is why it was removed).
