This is a very important topic which needs a lot of work.

I don't agree that its importance is top; I rate it a mid, which is the rating I assign to all pages that simply define a term. -- Una Smith 03:54, 12 July 2007 (UTC) reply

Agree this article does not add much beyond simply defining a term; it is poorly referenced and does not contain a worldwide perspective. Recommend it be merged with the "health care" article, under the " secondary care" section, which provides a more holistic view of health care and worldwide perspective.
